The guidance explains options for discontinued and withdrawn plans. If an issuer discontinues a PY2026 plan and provides no crosswalk, "CMS will crosswalk the discontinued plan to another product offered by the same issuer under the same issuer ID," the Presenter says, which preserves an enrollment mapping when issuers still operate in the affected service areas.
Issuers that voluntarily discontinue plans prior to certification should select the appropriate reason code in the template (for example, "Plan withdrawn prior to certification"), and understand how the disabled PY2027 plan ID field and crosswalk options will affect enrollment routing if no crosswalk is provided.
