City staff posts 2023–24 audit and presents budget summary; council urged to review qualified opinion

Staff placed the 2023–24 audit in the meeting packet for public review and scheduled the auditor to appear Aug. 18; Andrea Bonham described a 'qualified' audit finding and walked council through a budget summary highlighting fund balances, CDCR payments and enterprise fund structure.
City staff placed the 2023–24 audit in the public packet and said the auditor, Larry Bain, will attend the Aug. 18 council meeting to answer questions and receive the management response. Andrea Bonham told the council, "Larry is scheduled to come on August 18 at the next council meeting," and asked members to read the findings and prepare questions for the auditor.
Bonham also summarized the budget: she explained adjustments such as including ACTC revenues, moving certain marketing expenses from the arena to recreation, establishing a separate wastewater plant budget and noting CDCR payments that reduce the tertiary plant shortfall. She reminded council the materials are summaries and that the full budget book will be available in advance of the Aug. 18 meeting.
