Staff warns Rocky Knoll Dam thresholds are too close to measure reliably

At the Aug. 5 workshop, town staff highlighted a technical problem at the Rocky Knoll Dam monitoring point: the board was told the alert and action thresholds are so close that field equipment and current measurement methods may not reliably discriminate between them. "It's very difficult to discern with the techniques that are that we understand are being used to do that, to discern between 0.48 CFS and 0.4," Rick said, and recommended raising one threshold slightly so the two values are operationally meaningful.
Board members asked staff to document how those specific numbers were calculated in past applications and to supply missing test or modeling information from Poland Springs files. Andy said the board wants clear traceability from data to threshold because repeated public questions have arisen over the years when the justification was not visible in annual reports. Rick said he would return with a concise memo focused on the Rocky Knoll monitoring point and what data are needed to evaluate any change.
