Select Board hears water-quality plan from committee; motion made to approve

Tom McCarthy, a member of the water-quality committee, presented the committee's draft plan and described peer review and community input that shaped it. "On 04/02/2025, we held the first water quality ad hoc committee meeting," McCarthy said, and he summarized work with lake associations and a planned watershed-survey program. The presentation noted the plan focuses on lakes first, with streams and groundwater to be addressed later.
Board members asked about enforcement and next steps. McCarthy said the committee is not an enforcement body and recommended a separate implementation policy assigning responsibilities to the CEO, planning board and select board. "This document is the top level plan that will live and grow, and the next step is the policy for the implementation," he said. At the meeting Select Board member (speaker 3) moved to approve the plan as presented and to set committee membership at nine; the motion was seconded. Members discussed whether a second reading should be scheduled before final approval and noted the plan will remain a living document.
