"They put together a program where you can buy a membership. If you're a resident there, it's $30. If you're a nonresident, it's $60...they would sell you a membership for 30 and then Riverdale City would then bill back to whatever city it is, South Weber City, the other $30 to cover the $60," staff explained. Staff said about 18 South Weber residents already attend Riverdale regularly and that the voucher approach would expand access without the city providing on-site programming.
Council members supported pursuing an agreement but discussed budget approaches: per-voucher reimbursement (pay-as-used) or a lump-sum annual payment based on historical use. One council member suggested a yearly cap (for example, $2,000) to avoid an unexpected surge in cost; staff agreed the city could start with a modest cap and reassess in the next budget cycle. Staff will draft a proposed interlocal agreement and bring it back for council approval.
