Public Works Director Keith Davidson briefed the council on a proposed state/local grant agreement for construction on 9th East between 7th North and Barnarderry Road that will include a bridge across the river. Davidson said the city needs to set aside front-end funds in an escrow-like account with LTAC before bids are solicited and provided an estimated city share of $77,969,560.
Davidson explained the intended funding breakdown in preliminary terms: LTAC would contribute approximately $4,737,000, urban renewal would contribute about $4,000,000, street impact fees roughly $3,100,000, and other street funds about $629,000; he emphasized the project has not been bid and that those figures are estimates that would be adjusted proportionally if actual bids are lower. A councilmember moved to approve Resolution 2026-11 to enter the state/local grant agreement and set aside the city’s share; the motion passed on voice vote.
Council members and staff noted the estimates are preliminary and that final bid results could reduce required contributions proportionally. Staff said the next step is to place the project out to bid once the funding agreement is in place.
