Resident John Goss (509 South 5th West) spoke in the neutral position and described the unexpected cost notices he received after recent refinancing. “We just barely spend almost $2,000 getting the comprehensive plan amended, getting it rezoned, and then we get a bill in the mail for $372 … and then I got another bill that was 3,400 plus dollars,” Goss said, summarizing why he had initially intended to contest the assessment but, after staff explanation, would not pursue a dispute.
Councilmembers asked staff to follow up with property owners who requested more information. After closing the public hearing, a councilmember moved to adopt the final assessment roll for LID 54 and consider Ordinance 13-55 for first reading; the motion passed on voice vote. Staff said they would investigate the specific Orangeburg pipe noted by Davidson and follow up with affected owners.
