Town faces $74,000 in one-time stormwater impact fees; grants sought to cover design

Town Manager Ryan Lockwood told the Selectboard that two separate 3-acre stormwater permitting projects—one in the Business Center and one in the Commercial Center—require design completion by August and carry substantial one-time impact fees. Ryan said the Business Center impact fee is $16,520 while the Commercial Center fee is $57,525; the town has applied for grants to offset the costs.
"The Town will still need to cover roughly $23,000 between the two after reimbursement," Ryan said. He explained that the Business Center design would employ dry wells and water gardens but would not alone meet all state requirements; the Commercial Center faces swampy ground that increases costs. The town's treasurer confirmed surplus funds exist to pay the design and permit fees before the fiscal year end, allowing the work to proceed while grant applications are pending.
Board members discussed scope and potential construction challenges and approved using available surplus to cover the up-front costs if grants do not fully reimburse the fees.
