Planning Commission approves Mountain Bay subdivision in South Willard with conditions

Chandler Bingham, chair of the Planning Commission, told the council the commission approved the Mountain Bay subdivision located near the stake center in South Willard with approximately 13 lots after the developer returned the plan with dry sewer lines following an earlier referral over septic systems. Bingham said the commission had previously sent the subdivision back when the applicant proposed septic tanks, and "the commission required dry sewer lines instead." The commission also required review of some water and water-pressure conditions before finalization.

Bingham noted access concerns: the developer had sought a full secondary access but the commission accepted an emergency dirt road connecting to the highway (near what was described as school district property) and there was discussion among council members about the exact location. The commission removed a conditional use permit that had allowed Granite to operate a temporary concrete batch plant in Wells' pit because it had not been used for some time. Bingham also reported complaints about a Palmer event center crowding problem where vehicles parked inappropriately, including in front of fire hydrants; the commission said letters would be sent about the issue.

The Planning Commission indicated it will forward an economic development plan to the council for consideration. Council members asked for and were directed to the Planning Commission minutes for specific technical conditions and water-pressure details.
