Plan Commission approves comp-plan and zoning changes after wetland delineation at 9101 River Road
Summary
After a May 2025 wetland delineation by Heartland Ecological Group, the commission approved Plan Commission Resolution 26-02 to amend the comprehensive plan and a zoning map amendment to rezone wetland areas to C1 and non-wetland to A3 for the property at 9101 River Road owned by Michael Sovich.
Staff told the Plan Commission that a wetland delineation completed in May 2025 by Heartland Ecological Group changed the mapped borders of wetlands on the Michael Sovich property at 9101 River Road. To reflect the updated delineation, staff recommended amending the comprehensive plan land-use map and rezoning areas identified as wetlands to the C1 Lowland Resource Conservancy District while rezoning non-wetland portions to A3 Limited Agricultural District; staff noted there would be no changes to floodplain designations.
After a public hearing with no speakers recorded, a committee member moved to approve Plan Commission Resolution 26-02; the motion was seconded and carried on a voice vote. The associated zoning map amendment for the parcel was similarly moved, seconded and approved that evening.
