Board adopts 'best value' purchasing option and joins multiple cooperative purchasing networks

On July 10 the Avon Central School Board adopted a resolution allowing the district to use a 'best value' procurement standard under General Municipal Law §103(16) as an option to the traditional lowest‑responsible‑bidder rule.
The resolution defines 'best value' consistent with New York State Finance Law §163 and permits the district, when appropriate, to consider quality, cost and efficiency, and to apply quantitative preferences where allowed (for certified small, minority‑ or women‑owned businesses and service‑disabled veteran‑owned businesses). The board also approved participation in multiple cooperative purchasing networks, including Sourcewell, BuyBoard, TCPN, GVEP BOCES, Monroe and Livingston County contracts, Keystone and TIPS.
