On program capacity, board staff said a state tutoring grant that funded extensive tutoring ended in December and that the county's career and technical academy (CTA) turned away 87 students last year due to capacity constraints. "We have a very strong commitment to career and technical education," Dr. Newsome said, but officials and commissioners discussed transportation and instructor shortages as bottlenecks for quickly expanding seats. The BOE said it contracted an operations and efficiency assessment; staff noted 68 recommendations that could yield savings over time if implemented, though Dr. Newsome said actual savings would likely be lower than the initial estimate.
