The SPA covers roughly 378 acres; staff said splintered parcel ownership makes master planning the SPA difficult and that pre‑zoning would allow future contiguous annexations to move forward when developers propose subdivisions.
Staff also said the City allocated $300,000 to Public Works to assess sewer, storm drain and traffic improvements; those studies will inform future annexation decisions and will be incorporated into the City’s master plans. Commissioners discussed whether pre‑zoning should be coupled with specific subdivision approvals and stressed that pre‑zoning takes effect only when annexation occurs and a subdivision consistent with the pre‑zone is brought to the city for approval.
