City planning staff presented an initial study and a proposed mitigated negative declaration under CEQA for the Autumn Leaf Estates and related general‑plan amendment. Staff said mitigation measures would address potential nesting birds, sensitive bats, tribal cultural resources and hazardous materials and that those mitigation measures would be included as conditions if the Council adopts the document.
Staff also explained how the environmental analysis could be reused for subsequent subdivisions within the former SPA where the mitigation measures and analysis remain applicable; the planner told commissioners the mitigation approach would be applied on a project‑by‑project basis. "We did an initial study and mitigated negative declaration to comply with the California Environmental Quality Act, CEQA," staff stated during the presentation.
