Committee members discussed the vendor's payment terms (an initial down payment was reported at about 40%) and the county's limited ability to front large capital expenses under current borrowing constraints. Given the tight timeline (an Aug. 25 application deadline) and the committee's concern over up-front costs and budget flexibility, members voted to delay pursuing the grant and asked staff to return with financing options and to monitor future grant rounds.
