Committee votes to delay applying for state PSAP grant, cites budget constraints

The Marquette County Judicial and Public Safety Committee voted Aug. 5 to instruct staff not to pursue the current state PSAP (Vesta) grant round, citing large up-front vendor requirements and tight county budget limits. The motion to hold off on the grant application carried after discussion of fiscal capacity and timing.

Sheriff Joe told the committee he had received a vendor quote for a Vesta call-handling system for $795,816.95 and said the program requires a local match. "The 10% match that I would have to budget will be $79,005.81, 69¢," Sheriff Joe said. Committee members and staff raised concerns about the county's ability to front large deposits—one participant said the vendor was asking for a 40% down payment—and how that would fit within current limits on tapping the general fund.

Speaker 2 moved to tell Joe not to pursue the grant this year; the motion was seconded and then put to a voice vote. On the motion, the committee agreed to pause the application process to allow more time for budgeting, borrowing analysis and to explore possible future PSAP rounds in spring or next fiscal year. Committee members emphasized that applying now and accepting a grant without a clear financing plan could tie up county resources.

Committee members noted the potential benefits if the grant were pursued (a near-complete hardware/software refresh and multi-year lifecycle improvements) but concluded the immediate budget trade-offs and required upfront cash made it impractical for this application round. The committee asked staff to revisit the opportunity if next-year grant rounds or internal financing plans change.
