County GIS manager seeks agreements to share secure waterline data for planning, grants and emergency response

Brian Price, the county GIS manager, presented a proposed MOU for a Flow Forward initiative to assemble waterline infrastructure into a countywide GIS for four primary uses: commissioner decision-making, economic development presentations, emergency management situational awareness and highway planning.
Price said the data would be held in a restricted-access environment and used only by specified county functions. He noted water managers have been cautious about sharing infrastructure details and said the draft MOU contains language to secure the data and limit access. Price argued the consolidated mapping would also help identify low-to-moderate-income areas needed for grant qualification and expedite future direct-appropriation or grant applications. The commission asked staff to refine the agreement and pursue water-board sign-offs as needed.
