County backs FEMA BRIC safe-room application, agrees to 25% match (land value possible)

Candace Hill told the commission the county is preparing a FEMA BRIC grant application for a safe room on county-owned property in Asheville and that the grant requires a 25% local match. She said the county anticipates using land value as the in-kind match and earlier projects suggested construction around $165,000.
"That grant will require a 25% match, and it's our understanding that the land cost itself, the land value can be that match," Candace Hill said. She asked for a resolution to accompany the application to the state, with application materials due by July 2. Commissioners voted to take the requested action while noting the final budget and quote from the designer were pending.
Staff said the safe-room quote is not complete and the final budget will be updated after the designer's estimate is returned. The commission recorded its support via vote and instructed staff to finalize documentation for the BRIC application and to return any necessary paperwork for county attorney review.
