The Pleasant Prairie Plan Commission on Jan. 6 approved a revised conceptual plan to expand the Seasons at Riverview apartment complex, advancing a proposal that would add five 20‑unit buildings (100 apartments) and nine single‑family lots to property between 77th and 79th Streets west of 105th Avenue.
Planning staff told commissioners the change amends the Riverview neighborhood plan to reflect a proposed mix of 100 multifamily units and nine single‑family lots, replacing an earlier concept that had reserved the parcels for senior housing. "The petitioners are requesting the village board to release the declaration of use restriction on Lot 2 of the CSM so that it can be further developed for other housing rather than being restricted to senior housing," staff said during the presentation, noting the restriction was recorded in 2021 and expires May 2036 unless the village board consents to its removal.
Developer David Farrell presented the project and cited market demand and occupancy at the existing Seasons complex as justification for the change. "This project represents not just growth but a commitment to the future and prosperity of Pleasant Prairie," Farrell said, and noted Phase 1 reached about 97.6% occupancy since completion in August 2023.
The detailed conceptual plan calls for apartment buildings similar in style to the existing Phase 1 buildings, with a mix of studios and one‑ to three‑bedroom units, private direct entrances for select units, and shared amenities including pool and clubhouse access. Parking would total 165 spaces for 100 new units through a combination of attached garages, detached garages and surface parking; landscaping and screening are shown to buffer existing single‑family homes to the east.
Staff stressed that several technical and regulatory steps remain before construction could proceed. Those steps include an updated wetland delineation (the last delineation dates to 2018), approval of a certified survey map (CSM), stormwater and grading engineering, zoning map and text amendments to extend the Seasons PUD, and finalized public improvement plans and a development agreement. Staff also noted wetlands found to be jurisdictional with the Army Corps would require easement placement or a non‑jurisdictional determination before they could be altered.
The commission moved and seconded the resolution and the revised conceptual plan and approved both items; the record shows the conceptual plan passed with one opposition. The commission record indicates the items will proceed to the village board for final consideration on the timetable staff outlined.
