Pleasant Prairie renews Westwood Estates mobile-home license, sets Jan. 31 compliance deadline

The Village Board of Pleasant Prairie voted to renew the 2026 mobile-home park license for MHC Westwood Estates on the condition that management correct three outstanding violations by Jan. 31.
Board members discussed a staff report documenting long-standing code violations and heard more than a dozen resident accounts of missing services, unsafe conditions and unreturned maintenance requests. Community Development Director Rob Hanson told the board that two specific units remain in violation and are scheduled for removal by Jan. 15, and that a temporary on-site office is now in place.
Village attorney Eric Larson outlined enforcement options if management fails to comply, including civil penalties: "it is a penalty of 1000 dollars per day for violation of the code," he said. The board's motion specified that staff and the village attorney would pursue enforcement if the conditions were not met; trustees also amended the motion to authorize enforcement on any new violations discovered during the year.
The motion was adopted by voice vote (ayes; no recorded opposition). The board asked that management provide a short-term funded work plan and quarterly reports so staff can monitor progress toward compliance.
The conditional renewal preserves residents' immediate tenancy while creating a clear compliance timeline and a mechanism for village enforcement if management does not meet the deadline.
