Engineering staff described project aims: widen and pave shoulders, install curb and gutter and storm sewer from management facilities, add sidewalk on the north side, reconstruct the road base and pavement, install a compact roundabout at Cooper Road with streetlights, extend sanitary sewer to adjacent lands, and relay the existing ductile iron water main. Staff said the plat errors identified previously were numerical and did not change acquisition boundaries; property and easement acquisition is budgeted in the CIP, with right‑of‑way acquisition expected in fall 2026 and construction to follow in 2027 under a Surface Transportation Program – Urban grant.
