Park users call for smoking ban and stricter e-bike rules on trails

During public comment, local runner Jeffrey Milagilacuddy urged the commission to ban cigarette smoking in Lower Park, citing nuisance, litter and fire risk. "I think there should be a ban on cigarette smoking," he said, adding that smokers often leave butts that create cleanup burdens and that smoke reduces enjoyment for runners.
Milagilacuddy also urged restrictions on motorized bicycles and said single-track trails are unsafe for motorized vehicles, especially around vulnerable users; staff responded that smoking is already banned in city parks but enforcement is the main obstacle and that e-bike regulation has been on the commission's agenda for years and will be revisited.
