Council advances ordinance to permit alcohol at private City Plaza events with stricter permit conditions

Deputy City Manager Jennifer McCarthy told the council that the draft ordinance would allow private events leasing City Plaza to provide or sell alcoholic beverages provided they obtain a City park use permit and a California Department of Alcoholic Beverage Control license. McCarthy described additional permit requirements to mitigate public-safety risks: higher fees (events with alcohol would be charged double the normal fees), insurance and a damage deposit, temporary security fencing, and a security staffing minimum of one guard per 100 attendees plus an extra officer stationed at entry.
Council members asked about current interest; staff said there had been one inquiry and that operators of the ice rink and other groups had discussed potential private events. After public-comment checks and brief discussion, the council voted to move the ordinance forward for finalization and fee resolution. The motion carried 5 in favor, 1 no and 1 absence.
