Park staff presented a proposed City Plaza permit and a streamlined review process to handle events that include alcohol. Linda Herman told the commission the proposal includes a separate application for City Plaza with higher alcohol application fees, a $150 refundable damage deposit and an additional $150 alcohol deposit, fencing requirements for beer-garden-style events, and a security requirement "for one for every 100 people." "And the alcohol permits can only be applied for 30 days prior to the event," Linda said, describing ABC timing constraints and the need to coordinate city-manager- and police-level sign-offs.
Commissioners raised several concerns: that the proposed fees appear low relative to staff time and potential overtime for rangers or other city staff, that noise-management provisions should be part of the package, and that the city should require proof of insurance and liquor-liability coverage. Public commenter Larry Willis urged requiring proof of insurance and described how one-day ABC permits can be processed with police sign-off and that the timing is more flexible than staff characterized. Staff said they will forward commission comments to the city manager's office for inclusion in the council memo.
