City and partners revive COBA open-board public-art program with $10,000 seed donation

City staff and nonprofit partners briefed the council on a revived Chico Open Board Art (COBA) Initiative, a program to place rotating public-art works in existing frames on public property downtown. Audrey Taylor (representing DCBA) described a multi-partner approach with the Arts Commission, Chico Arts & Culture Foundation, the Museum of Northern California and Butte College; the first pilot will use boards in Diamond Alley and the parking structure.
Butte College's Linda Zorn said the college will pilot student selection and produce the first eight boards. Taylor told the council the program will prepare guidelines and rotations and that a donor has contributed $10,000 toward the effort. Monica McDaniel and other commissioners noted the program's history and utility for student engagement and placemaking.
The item was informational and required no council action; staff will continue assembling guidelines, inventorying boards and coordinating school participation.
