Committee flags communication breakdown after PSC conditionally approves Fox Solar; asks county board to consider appeal

Oconto County Planning, Zoning and Solid Waste Administrator Pat Virtues reported that "the Public Service Commission conditionally approved the Fox Solar Project on May 21, 2026," and said communication between the county and Fox Solar LLC has become inconsistent.
Committee members discussed using an appeal of the PSC decision as a lever to bring Fox Solar back to the negotiating table for a Joint Development Agreement. The committee did not vote on an appeal at the meeting but directed staff to place the item on the County Board agenda for further consideration. Virtues said he would provide updates at the next relevant meeting.
