Residents recount knife scare and urge council to act on downtown safety and managed camps

Several members of the public used the meeting's comment period to press the council on downtown safety and homelessness programs. Janica Kramer recounted an incident on Sunday, Sept. 15, when a man waved a five-inch knife near her six-year-old son while they walked in downtown Chico. "The blade of the 5 inch knife was 2 feet away from Rory's face," Kramer said, describing how police responded and a suspect was detained for identification but not conclusively identified by her. She told the council she had anxiety about the encounter and urged officials to act to keep public spaces safe for families.

Other commenters focused on shelter alternatives and cleanup of encampments. A North State Shelter Team representative summarized a revised managed-campground proposal and said the team had letters of support from local nonprofits including True North Housing Alliance, Faith Lutheran Church, the Butte County Housing Authority and the Chico Housing Action Team. "Let's talk," the speaker said, asking the council to direct staff to meet with nonprofit partners to explore locally adapted models used elsewhere on the West Coast.

Council members and other public commenters debated law enforcement, the scope of municipal authority, and available grants. Some urged that the city engage with established service providers and consider lower-cost managed-site options; others reiterated the council's commitment to preserve the pallet shelter and to clear encampments that present imminent threats to health and safety. The council did not take immediate policy action on the managed-campground proposal at this meeting but indicated staff will meet with applicants and consider next steps through the normal agenda or committee process.
