Planning staff presented a concept plan from Gas & Wash to expand on the existing site with a 16,346-square-foot indoor self-detailing center (20 bays) and a 2,400-square-foot restaurant. The concept includes interior vacuum stalls and a license-plate reader system for club memberships and pay-per-use passes; the project will require a conditional-use permit and a public hearing at Planning & Zoning before any approvals.
Owner Len McGenry described operations and access controls, telling the board the system would work with membership recognition: “If you’re a club member … the license plate reader would read your plate and identify that you’re a club member and then open the door,” and saying the facility would enforce a roughly 15-minute limit at stalls and not permit repairs or long-duration activities. Trustees and residents pressed on noise, loitering and screening: several trustees encouraged extending a berm to the west and asked for details about vacuum noise; McGenry said vacuum units would be located in a walled equipment room to reduce sound and that hours would mirror current Gas & Wash hours, with closure at about 10 p.m.
Because the layout, landscaping and operational controls bear directly on neighborhood impacts, staff said the applicant will appear before Planning & Zoning for formal conditional-use review and stormwater review. Board members asked the applicant to consider extending the berm and to provide more detail on parking, access points, and how the restaurant and detailing areas will coexist within the same building.
