Shorewood honors retiring Police Chief Philip Arnold; board appoints Jason Barton as next chief

The Village Board of Shorewood adopted a resolution honoring Chief Philip (Phil) Arnold for more than 40 years in law enforcement and its service to Shorewood since December 2021, then confirmed Jason Barton as the village’s next police chief effective July 17.
Brandon Campbell, chief of the JJC police department, opened public remarks by congratulating Arnold: “Phil, congratulations on an incredible career.” The board then unanimously adopted the resolution recognizing Arnold’s career and contributions. After the board went into executive session to discuss personnel, the mayor presented Jason Barton’s name for appointment; Trustee Luciano moved and Trustee Amos seconded the motion to appoint Barton, and the motion passed by roll call.
Arnold spoke to the board following the resolution, reflecting on his career and urging continued investment in personnel and resources as Shorewood grows. “I began this journey in 1986 and could never imagine where it would take me,” he said, noting both the rewards and the difficult calls of a long policing career. The board also approved the employment agreement for the incoming chief by roll call vote.
The appointments and the retirement resolution were procedural and final at the meeting; the new chief’s effective date is July 17, 2026.
