Council directs staff to draft procurement changes to raise manager authority and ease small purchases

Town Manager Suzanne Harvey told council the procurement code has not been updated in years and that a $10,000 RFP threshold now functions as a disincentive for vendors. She recommended requiring three quotes rather than an RFP for projects around that size and suggested the Town Manager be authorized to approve emergency expenditures up to $35,000.
Attorney Thomas Benavidez agreed with Harvey’s assessment, and Mayor Johann Wallace directed staff to prepare an ordinance reflecting those changes for consideration at the next meeting. No ordinance was adopted on March 26; staff will prepare draft ordinance language.
