Huachuca City approves joining Cochise Countys pooled opioid-settlement fund

The Huachuca City Council voted to approve Resolution 2026-01, authorizing an intergovernmental agreement (IGA) with Cochise County to pool opioid-settlement funds for countywide mitigation projects. Town Manager Suzanne Harvey said the town previously agreed to pool its limited settlement funds with Cochise County because local allocations are small and the county process provides more capacity to oversee projects.
Harvey told council, "...so far between all of our money, 'cause. It's not just us, it's other cities too, right? They have $3,000,000 sitting in that account and so you know that's a good amount of money and I'm interested to see what kinds of projects they are going to hear from all of the cities and towns." She said Huachuca Citys portion is about $28,000 and that the IGA includes an advisory-board seat so the town will retain a voice in project selection. The council approved the resolution unanimously.
The action formally delegates distribution decisions to the county pooling mechanism while preserving local representation on the advisory board; staff said they will monitor forthcoming county requests for proposals and potential projects that could benefit the town.
