Huachuca City reports $231,000 midyear surplus; landfill flagged for grant repayment

Town staff presented a midyear financial update showing the towns combined funds running ahead of projections. "We have the report through January 31st, which represents 59% of the fiscal year," staff reported, and the presentation said actuals exceed expenditures by about $231,000 through Jan. 30.
Ruben Villa, the staff presenter, cautioned the figures are unaudited and subject to change but said most departments remain under budget. He identified the landfill fund as the only area of concern and said the town expects to repay recorded landfill expenditures with a GADA grant amortized over roughly 10–15 years, which would free up dollars for other uses. Villa also said sales-tax reporting lags from the state may understate receipts for December and that staff will revisit line items during the formal budget process.
Mayor Johann Wallace and the council asked staff to monitor line items and return with adjustments during the upcoming budget cycle. The council did not take additional action beyond accepting the report; staff said they will notify the council if any pressing issues emerge before audit completion.
