Huachuca City to set up online preapproved housing plan library to meet Arizona SB1529

The Huachuca City Council voted unanimously on Jan. 22 to direct staff to begin code changes to implement an online preapproved housing design plan program to comply with Arizona Senate Bill 1529 (2025). Town Attorney Thomas Benavidez told the council that "this is a state requirement and we need to be in compliance." Dr. Jim Johnson presented two compliance options, and staff recommended Option B — an online library to post preapproved plan sets for single-family, duplex, triplex and ADU housing.
Under the chosen approach, the town will create an application and review process to accept housing design plan sets from architects, review them for code compliance, and post approved sets to the town's website for use by property owners. The council's direction allows staff to pursue the less-costly program model; code amendments and an online process will be drafted for future council consideration.
