Staff says months-long education push will precede enforcement for new A-frame rules

Commission staff told the commission the city would use an education-first approach if the council ultimately adopts the amendment. Kelly, a staff member, described a previous, similar program and said staff would "be an informational and educational campaign for the 1st several months to make sure that everybody is aware of what we're doing and why," before escalating to enforcement tools.

Staff explained that enforcement would begin with notices of violation and that citations would remain one of the last tools. Commissioners said the villages heavy pedestrian traffic and narrow sidewalks raise liability risks if A-frame signs are widely placed; one commissioner said recent weekends showed a majority of storefronts in the village displaying A-frame signs, creating pedestrian obstructions in places with limited sidewalk width.

Staff asked the commission whether they wanted to consider limited exceptions or a discretionary review for second signs on unique properties, but several commissioners warned a discretionary process might become subjective and urged that any exceptions be carefully defined or deferred to the general plan update.
