He said the property had long been operated by owner Reyes Alvarado and described local concerns including flood risk, loss of mature oaks protected under the city’s tree ordinance, habitat impacts and increased noise and lighting. Gallegos told the council the property flooded during the July 4, 2026 event and asked the council to preserve the low‑density residential character.
Owner Reyes Alvarado said he has operated Texas Truck Shop for decades and asked for improved working conditions. Councilmember Rodríguez (District 2) said he sided with neighbors and moved to deny the request; the motion was seconded and passed.
