The City of Lake St. Louis Planning and Zoning Commission recommended approval of a minor site-plan adjustment for Chapel of the Lake, 11000 Veterans Memorial Parkway, to replace an existing wood sight-proof fence with an aluminum picket fence intended to improve airflow and technician access.
"The capacity of the large mechanical equipment requires additional airflow on all four sides that compliant fencing would not allow in this location," Olivia Stone of Superior Fence and Rail told the commission during the public hearing, explaining why a transparent picket fence was proposed.
Commissioner Rhonda Ferrett raised a code-compliance concern, noting the municipal code requires an opaque fence or wall for mechanical screening. Philip Miller, a volunteer deacon at Chapel of the Lake, told commissioners the design was chosen for three reasons: "airflow to the equipment," "room for the technicians to service the equipment," and "the egress exit from the building."
Commissioner Tom Mispagel moved to recommend approval to the Board of Aldermen "subject to the condition listed in the Community Development Director's staff report." The motion was seconded by Commissioner Judith Westermann and passed on a roll call vote: Ayes — Buell, Mispagel, Moresi, Spoden, Westermann, Schauer; Nay — Ferrett (6–1). The recommendation will be forwarded to the Board of Aldermen for final action.
