During the June 25 meeting the Finance Committee reviewed results from multiple bid openings, including Bid 2026-045 (three respondents: TRG Services, Inc. $44,229.11; Pearson Construction $50,470; CPM Construction $121,608) and Bid 2026-061 (two respondents: Roach Home Improvement $33,034; Flory Construction $35,400). Committee members discussed the results and procedural expectations for awarding contracts.
Commissioner Rayonte Bell moved, and Commissioner Teri Freehling supported, a motion to refer the bids back to their respective departments with authority to proceed with the lowest bidder provided that bidder is an approved responsible bidder meeting the specifications; the motion carried. The committee required departments to submit a written justification if they recommend awarding to a bidder other than the lowest responsive, responsible bidder.
