Staff said the contracts establish prequalification and capacity (presented as $4.6 million annually) but do not appropriate budget dollars; departments must use their own appropriated funds when issuing work orders.
Councilmembers asked how usage would be tracked, whether centralization creates risks of over-spending, and how small and local firms are included. Staff responded that centralization will create better tracking and that 12 of the 14 recommended firms are local; selection will use a rotation and ranking process tied to qualifications, and the city will publish utilization reports to the council.
