Council denies site-plan amendment and conditional use for truck repair at Northeast Loop 410

Public commenters described the project's long history and procedural steps; Jose Gallegos, a former zoning and planning commissioner and project manager for the applicant, said the owner submitted major site-plan paperwork and that staff had recommended approval.
Property owner Reyes Alvarado said the shop has operated since the 1980s and needs to expand because modern trucks are larger: "Now they're 57 foot long... I need to add on to my shop to get my boys better working conditions," Alvarado said. Opponents and some councilmembers expressed concerns about increased industrialization near residential areas; Councilman McKee Rodriguez moved to deny the item and the motion carried.
The council's denial means the proposed expansion and site-plan amendment will not proceed as presented. Councilmembers noted the need for further neighborhood discussions and the potential for alternate, reduced-scope proposals if the applicant wishes to pursue changes in the future.
