Council awards $1.48M contract to build west ramps for Exit 19 access to Sand Hollow

Hurricane — Council voted to award the contract for the westbound improvements at Exit 19, the first phase of a second access into Sand Hollow State Park, to Interstate Rock Products after receiving three bids below the engineer’s estimate. Staff recommended acceptance of the low bid, citing the need to start construction in early September and finish by the end of December under a state-funded grant.
Arthur told the council the low bid came in well under original projections. "The low bid was from Interstate Rock Products for 1,480,000, and everything looks in order," Arthur said. He added the project is largely funded by a $2 million state Outdoor Recreation Program grant and is not charged to the city’s budget.
Councilmember Warratt moved to award the contract and the motion passed on a roll-call vote after members confirmed support. The staff timetable calls for work to begin in September and reach completion by the end of December to meet grant timelines and open the improved off-ramp to serve state-park traffic.
