The special meeting convened July 8, 10 and 11, 2025 to interview retail commercial cannabis applicants. Associate Planner Rachael Lindebrekke opened the public hearing and explained the interview process and how presentations would be scheduled; the record shows PowerPoint presentations and Q&A sessions for each applicant team, including Siesta Life Santee LLC, Market Equities LLC (Flame), East County Prospect LLC (Green Reserve), South Cord Holdings LLC (Catalyst), Santee Project LLC (Dr. Green Thumb's) and others.
Council recessed periodically throughout each day to manage the schedule; the minutes document the start and stop times for presentations and list the applicant firms by name. The minutes are a summary record and do not contain full proposals or transcript-level details of each presentation; staff will maintain the presentation materials as part of the project record.
