Two consent items were pulled for separate consideration: approval of payment of demands (Item 2) and the city cell phone and personal cell phone stipend policy (Item 4). After public comment by a speaker listed as 'Truth', both items were returned to the Council and approved on individual motions (each carried by a recorded 5‑0 vote).
