Santee Council approves 42‑unit Warmington project with conditions

The Santee City Council voted 4‑1 on July 9 to approve Tentative Map TM‑2023‑0003 and Development Review Permit DR‑2023‑0007 for a 42‑unit multi‑family development proposed by Warmington Residential at 10939 Summit Avenue. Senior Planner Christina Rios presented the staff report; Engineering Director Carl Schmitz and City Attorney Shawn Hagerty assisted. The approval included three additional conditions requested by the Council: the applicant must submit a Road Maintenance Agreement before the grading permit is issued; project site access and improvements must remain within the existing Summit Avenue easement or be agreed to by the easement owner; and the applicant shall not request the City use eminent‑domain authority to obtain additional rights.
Councilmember Laura Koval moved to approve the staff recommendation with the added conditions; Vice Mayor McNelis seconded. The motion passed with Mayor John Minto, Vice Mayor McNelis, Councilmembers Koval and Trotter voting aye and Councilmember Ronn Hall voting no. Applicant representative Joe Oftelie was present during the hearing; Melanie Osborn submitted a public handout. The Council found the project was subject to CEQA Sections 15164 (Addendum to an EIR) and 15183 (Projects Consistent with a Community Plan or Zoning) per the staff report.
