Council approves summer event licenses, grants 95-dB variance and hears neighbor concerns

Councilors approved a slate of licenses and permits on June 11, including special-event, sidewalk-cafe and valet licenses for summer events and businesses. The consent calendar passed with multiple items approved unanimously.
The council also granted a sound-variance request for Coastal Extreme Brewing Company's Summer Series to allow outdoor music up to 95 decibels on specified dates; applicant representatives described neighborhood outreach and plans to direct the stage toward JT Connell Highway and to end music around 9:30 p.m. Neighbors and some councilors expressed concern that 95 dB is high for a residential area despite applicant assurances that mailing and door-to-door outreach reached abutters and that on-site staff would monitor levels.
Other approvals included sidewalk-cafe expansions (Chomp Kitchen & Drinks at 111 Broadway), entertainment-license renewals, and an application for a class F-1 daily liquor license for a Bike to the Beach finish event. Councilors questioned whether alcohol in public parks was permitted by ordinance and the solicitor explained that one ordinance prohibits alcohol while another permits it by council permission; the council approved the event with conditions described by the applicant.
