Counsel Jay Lynch and owner John Gullison told the board the 3‑unit layout would reduce the likely intensity of use compared with a single oversized 6–7‑bedroom unit that could otherwise occupy the property.
Owner John Gullison said he would make three spaces available on his adjacent 22 Newport Avenue parcel and agreed in concept to a license allowing access across a neighboring rear lot; the board required recorded easements or equivalent legal instruments before finalizing the decision. Planning consultant James Houle testified that the building has historically contained a finished third‑floor living area and that converting the structure to three discrete units would be a less‑intensive, longer‑term residential use for the block. The approval includes standard start/complete and public‑notice conditions and a recorded easement requirement.
