Council approves multiple personnel additions after debate over funding sources and union status

Councilors debated and then approved numerous personnel items across enterprise and general funds after several hours of discussion about funding sources and operational need.
Enterprise-funded positions that passed included a deputy harbor master and a recommendation to fund a parking superintendent out of parking fees; the council passed a motion to restore specific enterprise-funded items. The proposed deputy police chief drew lengthy debate on whether the parking fund should shoulder some or all of the position’s cost; an amendment proposing partial funding from parking revenues carried before council approved the position. Chief Ryan Duffy said the deputy position would support accreditation work, administrative oversight and technology responsibilities and that the salary level reflected the added scope. "Accreditation is a big part of our department...this position has some responsibility in accreditation," he said.
The building department urged approval of an assistant building inspector, saying inspections and permit processing have become unmanageable. Building official Brad Ward described significant work increases and testified the permit-fee-supported inspectors are essential to maintain permitting throughput. Council approved the assistant building inspector and asked staff to consider revenue offsets where appropriate.
