Commissioners take oversight of health department; advisory board will provide reports

The Caldwell County Board of Health heard that the county commissioners have adopted a resolution moving governance of the Board of Health and the Department of Social Services under the Board of Commissioners, changing the advisory boardrelationship to an advisory role rather than direct governance. Chair said the change means commissioners will receive reports and the county manager, Shane Fox, will have more direct involvement in guiding the departments.
"The basic change in that is, now the commissioners, will be hearing reports, at their meeting and, then the county manager, which is Shane Fox, will have more of a direct impact and opportunity to help, guide both of these departments," the Chair said. Staff member Annika told the panel the change may shorten meeting frequency and that updated operating procedures and an organizational chart will be brought to the commission for approval.
Board members were told the advisory board will still offer expertise and advice; the Chair emphasized the board's technical members remain important to operations. Annika said that while the board will bring reports to the commission, formal votes and many approvals will now occur at the commission level.
