EMSC staff and grant managers faced furloughs after delayed HRSA notice; committee weighs low-cost fixes

Michael Bolo (S1) told the committee that HRSA funding timing had forced furloughs for many EMSC program managers. "They were furloughed the 1st week of April because we don't receive our NOA till April 9," he said, adding that some managers had only six to nine months of funding remaining.
Bolo said the committee is considering low-cost, high-impact options such as sensory kits for children with autism, periodic training using a mobile simulation unit, and distributing updated dosing tools for rural agencies. He noted the current program budget is "$53,000 for the entire program," which excludes some travel costs.
Members discussed the Broslow (Broslow/Braslow) tape issues, noting recent dosage errors in the 2025 Broslow update and the need for alternative pediatric dosing references. Bolo and other members favored distributing templates and low-cost resources rather than buying expensive high-fidelity mannequins unless more funds become available.
No new spending was approved at the meeting; the committee asked staff to refine cost estimates and return with a proposal.
