Board approves Lee Lewis as CMAR for North Mesquite High, OKs early GMP for tennis courts

The Mesquite Independent School District Board of Trustees voted July 14 to approve Lee Lewis Construction as the construction manager at risk (CMAR) for the North Mesquite High School addition and renovations and to authorize an early guaranteed maximum price (GMP) to relocate tennis courts needed for the project.
During a staff presentation, J. Russell, filling in for Don Poole, said the district issued a CMAR request for proposals and "received and opened 11 RFP bids on 06/02/2025." He told trustees that proposals were evaluated on price, reputation, demonstrated ability and proposed personnel, and that the review team determined Lee Lewis offered the best value based on those criteria.
A trustee moved to approve the CMAR selection and the board approved the motion by voice vote. The board then approved a related early GMP for tennis-court work so site preparation can proceed ahead of the main construction sequence. President Carbo announced, "Ayes have it, motion carries." The board did not record a roll-call tally in the public transcript beyond the voice vote.
Officials said the early tennis-court work includes an allowance to relocate existing Musco lights and will be sequenced to maintain the overall project schedule. J. Russell said the early GMP and GMP number 2 were "still tracking within what the total project anticipated costs that we've talked about during the bond."
