Council adopts 2028–2032 ICIP after wastewater plant rehabilitation is fully funded

Grant Administrator Summer Ludwig told the council that the only substantive change to the Infrastructure Capital Improvement Plan was removal of the wastewater treatment plant rehabilitation from the prioritized list because it is now fully funded. Councilor Frank E. Ortega credited collaborative efforts by city staff, noting the city secured $21,000,000 in congressional directed spending, approximately $2,000,000 in appropriation funding, an additional $1,000,000, and a further grant of $1,090,000 to support capital projects.
A motion by Councilor Rudy Espinosa, seconded by Councilor Ortega, approved the resolution adopting the City of Belen’s 2028–2032 ICIP; the motion carried 4-0. Councilors expressed excitement that a project on the ICIP list dating to about 2014—the wastewater treatment plant rehabilitation—was now funded and removed from the plan.
